CakePHP 5 and Laravel 10 Website Development Expert

I want to get a website developed in CakePHP 5 or Laravel 10 having following features:
Admin (Using Authentication)
1.) Login, logout, roles (ACL if available in build)
2.) Users section with list, add, edit, delete, active and inactive user. Use ajex to check duplicate user email while adding and updating user.
3.) Categories and sub-categories
4.) Blogs (List, add, edit, delete, active and inactive), Meta title, Meta keywords, Meta description
5.) Page Manager
6.) Contact us list (With email)
8.) Export an excel having blog title, number of views, date created, user name columns and in last total of columns.
Front-end:
1.) Landing page showing featured blogs and having menu of categories and sub-categories.
2.) Categories list page showing number of sub-categories of that category with categories. Sub category wies page showing number of blogs in that sub category.
3.) Blog list page (Category wise and all blogs)
4.) Blog details with recording number of views.
5.) User registration, login and allow to add blogs. Blogs added by front-end user will published after approval of admin.
