Automated Weekly Vendor Payments

I need a lightweight system that automatically handles a once-a-week billing cycle for my vendors. Every seven days, the tool should pull the amount due for each vendor, generate the payment, and mark it as cleared so I can track outstanding balances at a glance.

a php or dot net or any other version will be okay for me.
