PG Admin: Web & Android App Dev

Web + Android App for PG Onboarding (Admin Use Only)
We are looking for a developer/team to build a simple web application and Android app for onboarding Paying Guest (PG) tenants.
Note: This app is for administration use only, not for students. Currently, we do this process manually using paper forms (attached in files).
Requirements:
Platform: Laravel (mandatory, no other frameworks)
Deliverables:
Web-based admin panel
Android app (for internal admin use)
Ability to capture all form data digitally (from the attached forms: booking, rent receipt, shifting receipt, tenant profile, agreement, leave/exchange, etc.)
Store data securely and allow retrieval when needed
Generate digital receipts and agreements
Export reports (PDF/Excel)
Generate a UPI payment barcode at the end of the process (payment will be processed in a different way, not inside the app)
Process Flow (Onboarding):
Admin logs in (web or app).
Admin enters tenant details (profile, documents, ID proofs, references).
Admin enters booking details (rent, deposit, maintenance, start/end date, etc.).
System generates agreement, receipts, and forms digitally.
System generates a UPI payment barcode for display/print.
Admin can update tenant status (active, shifted, vacated).
Admin can track refunds and settlements.
Conditions:
Timeline: 10 days only. If you cannot complete within this, do not apply.
Budget: ₹20,000 – ₹35,000 INR only. If your price is higher, do not apply.
