Add Telegram Call Function into existing Laravel Alarm System

Hi, please check my requirements as per attached PDF diagram. Basically I need to add Telegram Call features into existing Laravel based alarm notification system. Currently the system already have a working Telegram notification trigger to users, just want to add the telegram app call features (not a mobile network call) ontop of existing notification. So the users can receive notification on their Telegram app AND also automated Telegram bot call/message call in their app.

Some information:
- The system built on laravel.
- Existing Telegram notification to users is working perfectly.
- Maybe need to develop Telegram call API & Bots to do the call when triggered.
- Please do not use 3rd party public API like Callmebot, due to no uptime guarantee.
