Web Page Design for Desktop and Mobile Website (English and Arabic)

We require 2 proposed designs for 4 pages only from a larger website plan, for the re-design of the website of a funding organization focused on science and technology. We have a wireframe available for the pages but require a high fidelity design for the pages. A visual identity guide is available and must be followed. The two designs should include one proposal for a modern and elaborate design, while the other should remain attractive but more simplistic and minimalist. Each design should also include a desktop and mobile version. Source files should be delivered at the end of the project, we have no preference regarding tools used to create the designs. Designs should also be made in a way that is compatible with Arabic. The landing page should also include an rtl version as part of the submission of the website designs but the other 3 do not require rtl designs.
