frequency and phase shift measurement using NiDaq 6002 and Labview

I have two digital encoders connected by a thin shaft. I want to measure the frequency of encoder A and the phase shift between encoder A and encoder B. In this way I can measure the twist/torque of the shaft. Can the 6002 handle this???

Particulars:
32 encoder counts/revolution of the shaft
max RPM to be measured is 5000
LabView 2021, basic, 32 bit
