Arma Reforger RP Framework Implementation

We need a developer or team to fully implement a documented RP framework for Arma Reforger.
The project is called Dictator RP. All systems, folder paths, logic, and features are already defined in the attached file.
No design work is needed. This is a full implementation task for a serious system with Arabic UI, admin tools, phone system, police/EMS/jobs, and LicenseGuard protection.
