Create a modal with some content and control the modal with certain parameters/flags to show/unshow the modal for various scenarios

I am looking for a developer who can create a modal using Nextjs and typescript and has experience working with cookies and user actions. The design for the modal is in Figma. The modal should be able to be controlled by certain parameters/flags. Additionally, I prefer that the functionality of the modal is tested through unit testing which is using jest and react testing library.

Skills and experience required:
- Proficiency in React/Nextjs
- Proficiency in Typescript
- Experience with creating modals and controlling them with parameters/flags
- Knowledge of user actions and how to integrate them into the modal
- Familiarity with unit testing to ensure the functionality of the modal
