upgrade o redo a component from Joomla 2.5 to Joomla 4

It is a recruitment component, where the user log in, apply for a concrete job.
We can publish different jobs and we can enable disable tabs
Tha application form have different tabs, the applicant can review and modify any times he/she wants. When he/she is satisfied, it submits. and he receive a message.
A tab is for 2 recommendation letters, where can upload pdf or add email addresses, in that case it will send an email to the remmendants to insert the file (another little form)
- The supervisor can review and modify all applications and add private notes and so, everytime the status is modified, he/she receive an email (depending of the status)
- The supervisor can export to excel
