modify joomla or wordpress template

I have installed the "uber-corporate" joomla template from joomlart. I need help configuring it to look like the attached image. I have started the process but have only gone so far as the top images and navigation. I have the content and images ready to go but need help properly configuring the template to my needs. If it's easier to recreate something similar in Wordpress, I'm open to that as well. I previously posted this project but the developer I selected never responded
