Work for website speed improvement

Greetings for the day ! www.businessinfolink.com is a business directory website which lists businesses. It has Joomla CMS version 3.9.25 installed. The core functions are submission of business listings (through Listing forms), display of the listed business catalog in home and inner pages and searching the database through the home page search bar. Now we are having the following work to be done in order improve Home page loading time reduction(page speed improvement).
1. Remove bottom row of category boxes(6no each,see the screenshots 1263 and 1264 ) from product and service category areas in the home page. These boxes will shift to the respective inner pages and will be accessible through the respective View more buttons which are already there. The purpose is to reduce image loading burden from the home page.
2. Setting Cache headers for CSS files to improve home page loading speed.
3. Setting Cache headers for JavaScript files to improve home page loading speed.
Presently the website loading time is about 3.2- 3.7 sec( Pingdom speed test from Tokyo). The above work should reduce loading time preferably by about 1 sec.
However, care should be taken to ensure that there is no distortion of look or structure of the home page and all links and functions should continue to work in the normal manner during the project work and after completion of it. People who have done similar work in a Joomla website or having the needed skills to do so, may only apply. suitable screenshot images as proof of the work done, need to be furnished after the completion of work.
