Upgrading Joomla Website from 3.10.8 to 4 & Install Plugin

We are trying to install a video gallery plugin: https://extensions.joomla.org/extension/multimedia/multimedia-players/allvideoshare/, but it requires the most recent Joomla version. My client's website isn't allowing us to update to the latest version (screenshot attached). So we need someone to set up a staging site, update the site, verify that there aren't any conflicts, add the new plugin, and launch new site.
