Joomla Site Layout Optimization

I'm looking for a professional who can help me fine-tune the layout of my Joomla site. The main focus will be on adjusting placing of a menu and the spacing and alignment of images, media, forms, and buttons to create a more balanced and visually appealing homepage.

I am setting up a joomla site with purityII template, but ran into a few problems with the layout. Wich I am unable to fix myself unfortunatly.

1. a custom form to display information of the item on teh right hand side. When needed I insert a flag of the country. On fullscreen the flag has a normal size maybe a little to small an I want it alligned to the left as all text is to. But on a smalle screen the flag is to big and blurry.
So - flag left and on all screen sizes the same size.

2. the menu that is on teh left on full screen desktop is on the bottem on a small screen. Needs to be above the article text on smaller screens, and if possible collapsed.

3. maybe check if you see anything else that is out of place of mis alligned.
