Joomla Site Fixes: User Permissions Update

I need a Joomla professional to perform some simple fixes and updates on my site. The primary task is to configure user permissions so that new users automatically have full access to a certain page on the site.
Key Requirements:
- Immediate task: Update user permissions
- Full Access: New users should have full access to the specified page
- Restriction: Registered users should not have full access
- Custom Extensions: Experience with Joomla custom extensions or plugins is essential as I have a few that manage user permissions
