Create a Joomla Template based on another site

We need a template that will work with Joomla 3 and 4. Our current template only works with V3, so we need a new template.

The menu needs to accommodate all of our menu items
The color scheme needs to be the same as our site nhcpr.com

BreezingForms
And some others
You will need to host the template on your server as it is worked on for me to see.
