Deployment: Automate deployment to ECS

- Node.js currently not a "dockerized: application. This must be done to deploy to ECS.
- Node.js will also be deployed to ECS to support overall availability requirements.
- Node.js will be configured to sit behind an ELB server to support system scalability

The Node.js service is configured and operational.
The Node.js service and configuration can be validated via Console and/or command line.
