I want a basic (web-based) video chat room (WebRTC)

I want a basic web-based, video chat room. I have seen many different script on Codepen but did not manage to get it working on my server yet.
It has the following requirements:
1- it needs to run on my regular hosting webserver (I don't think it has Node.JS or anything like that installed, but obviously it will run HTML / PHP / Javascript / SQL etc)
2- logging in should be as easy as entering your first name and pressing a button (perhaps accepting permission for camera & sound)
3- I want the text on the page to be in Dutch (login information and buttons)
4- It needs to run without external accounts (or at least no paid or trial accounts - it must work for at least some time)
5- It needs to be responsive, so that it also works on mobile and tablet devices (everything visible)
6- I need to see it running on my server
