skrollr parallax scrolling library JS expert needed

I am looking for a freelancer who is expert in writing clean Responsive HTML/CSS/JS code.

I have a web page ready where I need expert help to complete a section on the page.

Here is the details what I want to be done on the page.

1. As soon as the user hit/scroll to that section on that point that section need to be static/fixed/sticky until all the content on the page is not loaded.
2. That section divided in 2 equal part of col-6. I want when the user on that section and the section is fixed and user scroll the page then left col-6 content move up one by one and display on the screen. Once all load then start loading the right side content one by one. If user scroll up then content start hiding.
3. Once this achieve then copy the same div and make another div below that but with swap section on left and right side.

I have HTML page is ready and the section is also placed there, you need to Fix/Re-code the section to make it fully responsive and also make the transition smooth.

That is all I want to be done. I will share the file with the selected bidder.
