I need web app developer using GAS

I need to QUICKLY develop a web app using google app script and google sheets as DB (for now). User would log into the app(UI) and complete an evaluation utilizing a form. That form will have free text as well as drop downs. The form will “write” to google sheets. I then need an “admin” login to where I can search a record and Update a record and/or add “delete flag”. The entry into the google sheet should contain time stamps, record id’s, record user id (pulling from login setup), and of course the form responses. The background of this is we have agents completing tasks and we need to evaluate whether those tasks are being completed correctly. I need to have a clean and professional UI for the Quality Assurance team to work out of. This could potentially turn into a full on Application utilizing Google cloud services.
