I'm looking for a map of the reimmen zeta function. S = 1/n^s with n being random keys between 1 to 9.

I need a map of the reimmen zeta function. N must be between 1 and 9 in random/all assortments. I also need a function where the keys must be converted from a 2 to 3 decimal number to a 1 decimal number and then back.
I need the mapped function as a Json object in a text file.
