jekyll theme customization issues

I have a lot of web-related issues and more work needed on tidying up my codes. One example among many other is media query. And my table of contents lacks scroll tracking feature. I tried but because of html page is generated through parsing engine for Kramdown/markdown, I have trouble targeting the element for the jquery functions.
