We have a small project which presents a map to the user. This map has been created using the Here.com engine and on this map are locations with a popup. These locations are stored in the database and can be added with a small CMS type of backend.
What we need is the option for users to fill out their zipcode or city and the map will show which locations are around that. The exact way of doing that is up to you, as long as it works intuitively and smooth. This must be on the mobile phone working properly as well.
