jQuery/JS Scroll to next form row with fade in and fade out

I have quite a long form and I'd like to have only the current form row with opacity 1, the other form rows will be opacity 0.3.When a user either:
1) Scrolls to next row OR
2) Press Enter OR
3) Clicks an input in the next form row OR
The form scrolls up or down to either the next row or previous row depending on which row they click (the row above or the row below).
Each row has the same class name already.
