<frameset> JS setTimeout(function(){ window.location working but opening in <frameset> not good

I have a small little <meta refresh> <frame> page chat that some times on poor internet has a page load problem meaning the 10 second <meta refresh> page fails to load. I added a setTimeout(function(){ window.location.href="loadfault.html"; }, 20000); which helps when the 10 second refresh page to notify the user there is a problem but it needs to go to a new page not show in the chat.
