developing browser extension

My research requires that I develop a website extension to detect phishing attacks, warn the user/ block the content and let the user know that this is a scam, and give some hints/tips on how to deal with it. Stop it, educate the user about phishing attacks and warn them. We can discuss more details about it, but I would like to see some examples of your previous extension work; I get full right to own the code after finishing the project and effectively write the code/ document and communicate with me.

I want your quote to include the following:
- estimated time to get it done
- estimated price
- how will you approach and execute this project, what programming language will you be able to use, etc...
