adjust a javascript to create a specfic URL [ASAP]

I have written a javascript that creates a very specific URL which it then tries to open. I have come quite far, but need some adjustments. For someone proficient in Adobe JavaScript, this should be fast to implement. I need the code as soon as possible. I have attached instructions which in greatest detail describe what I would like. I bid 30$ for the first one to write me the script.
