Website front-end design using react.js

We have a design and want to implement it in react js, This design is the first page of the website and we will work other pages with the person who can do it good.
This website is a gaming website. It is in two languages and two themes. I will send both dark and light designs to implement it. We have all resources ready. It is designed using vectors (SVG).
We rather to have CSS using SASS.
Less libraries should be used. Performance is important for us. The maximum bundle size of the js file should be 800kb.
