Website Menu Rewrite (mobile first, (S)CSS/JS/HTML, 3 level menu)

Hello, I'm looking to hire a freelancer to remake my website's menu for a mobile-first experience. We have an existing menu and the design (look) does not need to be updated majorly but we do expect some refinements, especially how it is displayed on mobile devices. The current user friendliness is not great and the animations are not very smooth. In the mobile version the menu items are not very nicely aligned. We expect all of this to be improved significantly, to give it a modern and smooth look and feel.
We will provide access to our github repository which has a Django/Wagtail project. Detailed instructions on how to run a local development environment will be provided and we can support with the setup process. However, we expect basic knowhow on how to setup a python virtualenv and get a basic Django project going. No development needs to be done on the python/django/wagtail side. Only HTML, (S)CSS and JavaScript work is expected. Basic knowledge of the Django template engine is a big plus as it will make it easier to understand the HTML and the template code.
The existing (S)CSS utilizes bootstrap 5.2, so experience with that is required and we also expect the new code to follow general bootstrap 5.2 best practices. We want to avoid dependencies on any JS libraries (including the bootstrap JS libraries) so all JavaScript code should be in vanilla JS.
The developer is expected to work in a separate git branch, merging with the master branch will be done by us. The developer should not touch any code in the main branch. After the work is completed, has been handed over to us and has been accepted, the developer needs to provide a written/signed declaration that all code has been deleted from their development machine(s) as well as from any potential backups that might have been taken. All code is our property and no copies of it may reside in the developers possession after the work is completed.
Attached we are sending a screenshot of the menu from our current development environment. Currently the menu folds down on hover (desktop) and touch (mobile). Similar functionality should be retained, but it does not have to stay exactly the same. Looks may also differ in order to create the best possible user experience. We are looking for good best practices to be suggested.
