Web app that is a store and forward for asynchronus telehealth

I am looking for a freelancer to create a web app that is a store and forward for asynchronous telehealth. The app will provide interaction through chat messages, and will be supported by web browsers on both Android and iOS devices. Additionally, the app will be used to store and forward medical records. A strong knowledge of software engineering and web development is required for this project.
