Web3.js Vue.js - Create a javascript module detecting metamask changes/wallet adapter

We need the following created for a Vue.js (only) project. No react.
Create a javascript module called by a vue.js project that does the following:
1. Detects if metamask is connected (detects window.ethereum.selectedAddress)
2. Detects if window.ethereum.selectedAddress is changed and calls a function on App.vue.
3. Detects connected chain ID of metamask and if not the correct chain ID, suggest connecting to the appropriate network.
In your work, show how to use it using a blank vue.js app and use App.vue to use the functions #1, #2, and #3.
Note: I will only accept bids from folks who show they have read the project and understand the work to be done. Bait and switch bids will be reported.
