Web-Based Image Annotation Tool Development

I'm searching for a professional software developer to create an image annotation tool usable within a web browser. The key features I need include:

- Support for object detection boxes
- Support for polygonal annotations

Ideally, the tool should be compatible with JPEG and PNG image formats.

User will upload the image
System draw a circle on top of image 0-360 degree
User should be able to rotate the circle to get correct degrees at specific part of image

Part 1 ->
User should be able to annotate different part of image and add following attribute to database/json file
Part name - given by user)
start and end degree (calculate based on position of circle)

System should be able to identify all parts of image based on configuration such as image can have boxes so image can split into many parts based on lines/boxes (refer any house plan)
