Web App Developer HTML5 or Javascript for Video Camera Capture to Integrate with Mobile App +Twilio

We have an Android and iOS app like WhatsApp (in development) that allows users to send video messages to a Contact.
The Messenger is built on Firebase and the video is processed with the Cloudinary API.
We need a simple Web App developed that allows our mobile app users to send a video to a Contact who doesn't yet have our mobile app installed.
Their contact should receive a unique URL via SMS that loads a web page (which is hosting the video content that was sent to them).
When the Contact visits the URL and plays the video, their front camera should activate (if permissions granted) and record their face reaction in the background while they are watching the video.
That Face Reaction video should then be sent back to the User inside our mobile app.
Then the Contact whose Face Reaction was recorded is encouraged to download the app to see their own Face Reaction and to continue chatting with the Sender in the app.
The app install link should be dynamic so that if they install the app, it should open their content already pre-loaded in a thread with the Sender.
An alternate Web App should also be built that allows users to SEND a video or video link to a mobile number (Twilio).
Please provide previous, similar examples of past work and use the codeword "INTA" in your Proposal so that I know you have read this brief.
