VueJS - Download File for specific folder on client Machine

I am looking for a freelancer to create a web-based user interface in VueJS that allows members to download multi files to a specific folder on the client machine (not default browser download path, a path chosen from the user). The programming language of choice is JavaScript. Specifically, experience in developing a user interface utilizing VueJS is expected. Access to the file system and user authentication are not required. Quality work, on-time delivery and communication are highly valued.
