Vimeo Privacy Settings Problem

I am using the Vimeo screen capture Google Chrome plugin. At some point, I changed the settings on my Vimeo account to Private. This caused a problem, so I set it back to Public. Regardless, when using the Vimeo screen capture Google Chrome app, the recorder still defaults to Private. I change the dropdown to public while the video is rendering and it starts to show a thumbnail, but as soon as the video finished rendering and provides a download link, the screen below displays. When I change the dropdown from private to public, the link changes and the video is watchable, but the link still provides a thumbnail with an error message (see attached) and does not allow the video to play embedded which is how we mostly want to use the tool. This is driving me nuts. I will give $100 to anyone who can message me with a solution and then execute over a 15 minute Zoom session. Don't waste my time. Let me know when you will be online and available. I want to hire someone within without wasting time discussing. Let's get under contract quickly.
