User management page written in javascript is not rendering correctly

As depicted in this screencast https://www.screencast.com/t/eQuy2GxpMCQ the page here https://staging.profitsharingprojects.com/admin/users.jsp contains a background that we no longer use and does not render correctly through the background. To see an example of two pages that do render correctly, you can look at the page that we consider our home page at https://staging.profitsharingprojects.com and the carlist page at https://staging.profitsharingprojects.com/carlist. Both of these pages render properly but the user management page does not.
