Use IFTTT Pro to Automatically Post a Tweet to Blogger ONLY when there is a hashtag present. Blogger post should include the hashtag in the title

I have a twitter account and a blogger website. I have an IFTTT applet set up so that it automatically creates a blogger post with the tweet embedded every time that I make a new tweet. This works well.
However, I'd like you to program it so that a new blogger post is only created when a hastag is included in the tweet. That hashtag should also be inserted into the blog's title.
For example:
"What's the best animal? A dog." (with no hashtag)
This should NOT be posted to blogger.
"What's the best animal? A dog. #Dogs"
This SHOULD be posted to blogger and the title should read "A Tweet about Dogs"
I just signed up for IFTTT Pro and I believe that this could be done using Filters, but I don't know how to write the javascript. $50 to anybody who can do this. :)
