Upgrade Chrome Extension from Manifest V2 to V3

I have a chrome extension that performs an api call using jsencrypt and returns the results (record counts) to the popup.html. The manifest v2 to v3 change has made global variables a pain in the ass but it's the inclusion of the jsencrypt.min.js library that I can't figure out. I need someone to go over the code with me and assist with the necessary changes.
