URL manager with ACL

URL manager that displays the selected URL from a list in a frame (or equivalent) on the same web page in order to obfuscate a VPN address. iFrames do not work for this environment and I believe my only choice is ajax/JQuery (unless advised otherwise). Require the ability to manage users, access control lists, resources (webpages that will be accessible over a VPN) with details stored in a relational DB. Need a good looking UI as if successful your development work will be used in a corporate environment.
