Troubleshot web3 interaction with EVM smart contract

I have a node.js program that is using web3.js to submit transactions to a network that uses the EVM.

There is one issue I need to troubleshoot. When I submit the transaction it gets rejected with the following error:
"Transaction has been reverted by the EVM".

For this job you'll help me diagnose/troubleshoot the issue.
