Thumbnail Image Scaling Expert Needed

I'm in need of a Python (or other) coding expert to process user video thumbnail images to standard screen size for posting in ta thumbnail for a social video website.. see attached reference images and SOW.
Must be full stack developer who can adhere to the details of the attached requirements to deliver a high quality standard size image for landscape and portrait recorded videos.
