I'm in need of a Telegram Bot that can autopost messages from other telegram channel to my bot. And send messages from rss sites to telegram bot

I want to create a telegram bot that receives messages from other channels. Where I receive messages (video and/or text) from other telegram channels, automatically. I also want to add some news sites in an automated way, to receive in this bot.
- the bot needs to auto post messages from the specified channels to specified group's topic.
- the bot needs to send the news titles from the rss to all the users who have started the bot.
MAXIMUM OFFER IS 120$. I WILL NOT LISTEN OFFER THAT ARE HIGHER THAN 120$
I want a simple Bot.
You can code from scratch or use a combination of make.com and coding.
