Study Contract for iOS App to Web App Conversion

Overview
This is a commission for a study contract to outline the conversion of an iOS app to a web app.
Our biggest priority is speed. We have an iOS app that is based on a 3D revolving zoomable globe (not dissimilar to Google Earth). The app displays data floating over the globe depending on the position and zoom level of the globe.
We need these capabilities on a web browser platform.
If you accept to undertake the contract we can provide you with a Testflight link for the app that will be the protoype for the web app. We are in favour of using open-source flexible technologies such as ReactJS, WebGL, etc. We would rather avoid Flash, JAVA, Qt, or other solutions that would involve vendor lock in. We will hire 2 people to complete the study contract. The best contract, determined by decision factors below, will then be used as a job posting for the iOS to web app conversion itself.

Decision factors:
40% timeframe
30% cost
30% workplan and technology
Job Completion
Job will be considered complete when the documentation is satisfactory and has been delivered.
