Simple Chrome Extension for the youtube.com

I need an Extension Developer using JavaScript and VueJS.

This is the design of the extension project.
Requirements:
1: mark up on the seekbar of the video player.
2: save thumb image and time of the video into localstorage.
3: show this info after the page reload.
Timeline: 3~4 weeks.
It is very simple extension and I only need function of this, no need UI like design.
This contract will be a long term project, if you done successful, I will provide more extension projects.
