Shaka Player UI Fix and Customize

I'm looking for a skilled developer to fix UI bugs and customize the Shaka Player. The player should function seamlessly across all major devices and browsers, including Windows, iPad, iPhone, and Android devices.
Key Requirements:
- Fix bugs where UI sounds are inconsistent on Windows and unify volume and playback controls across devices.
- Modify HLS #EXT-X-PROGRAM-DATE-TIME tag implementation:
- Change slider display from real-time (HHMMSS) to date/time format (YYMMDDHHMMSS).
- Enable playback by specifying start and stop date/time, with looping functionality.
- Create built-in extensions and UI operations for the above features.
- Allow external API usage for date and time specifications.
