Script with Cpanel capable of utilizing multi Chrome browsers with different ip`s. Need Ip`s with under 10ms speed

I am not good at explaining tech stuff. I am looking for a Server specialist that knows how to create multi sessions with different IP`s.
PLEASE DON`T JUMP THE HORSES WITH THE PRICE. FOR SOMEONE THAT KNOWS HOW IT`S A FAST JOB.
I NEED IT DONE IN MAX 5 DAYS.
I need them to run Chrome browsers as i have a special ad-on that i need to run only using Chrome. OR..you can come up with an idea on how to use multi Chrome browsers with different Ip`s.
I need 10 at first.
Also each session needs to have different cookies and fingerprints. The ip`s need to be able to auto rotate..or manually adjustable if you can`t do that automatically.
ALL IP`S need to have a speed of UNDER 10MS as speed is WHAT I AM AFTER.
I WANT all the browsers to be synchronized...what i mean about that....once a special word will come up in one of the browsers then automatically all the browsers should disconnect and cut off the internet to all the rest instantly. A button should allow me to restart the AD-ON again to all of them in the same time.
A CPANEL that can be easily used will be much easier for me to use.
I am currently using AWS EC2 Instances and i found it to work well, but i know that there are faster SERVERS out there that are offering multi ip sessions for CHEAPER as AMAZON is quite expensive and the browsers will need fast bandwith and at least 8GB with 4cores. YOU should have your own WAY to do all this as i don`t know much about these things but i can tell you that i am using an AD-ON that was made using JAVA and JSON files which REFRESHES A WEBSITE PLATFORM FOR TRANSPORTATION. AS FAST THE REFRESH RATE THE FASTER THE CHANCES OF GETTING A JOB FOR US.
