SVG picture creation automation (probably JavaScript?)

We have an SVG file with different components that need to be put together in different combinations. We need to automate the process, and then export the resulting files as both SVG, PNG (possibly other files)

We also have Adobe Illustrator file format, but we would prefer to use SVG.

Knowledge of SVG tools and some programming (probably JavaScript) is strongly recommended.
