Replace a dashboard with a new JavaScript/HTML component

We currently have dashboards running on SSRS, using old technology and very dated UI experience.
The goal is to migrate these to the new technology, that is independent of our exact CRM version, to ensure long-term compatibility and runability, as well as user friendliness.
The new tool will be JavaScript based, as we are using for some new dashboards, based upon DevExpress tools (license can be provided).
1) Data will be gotten via a web-service JavaScript query to get the Budget vs. Actuals and Work vs. Travel Time by month per customer for this year and last year.
2) Display YTD (Year to Date) and MTD (Month to Date) for the current month/year summed by Market Area.
a. One graph for Budget vs. Actuals Hours, automatically scaled.
b. One graph for Work vs. Travel time, scaled to 100%.
3) When clicking on a Market Area, display the information summed by Market Unit, filtered by the selected Market Area.
4) When clicking on a Market Unit, display the information for each Customer, filtered by the selected Market Unit.
5) The Budget vs. Actuals graph should show the Actuals YTD comparison to the previous year as a line (not included in the attached screenshots).
6) If the user is not a senior manager or system administrator, then the initial “zoom” level, should be the Market Units, based upon the primary Market Unit that the user is in (so a filter is set on the Market Area, as if the user had clicked on his Market Area already).
The queries will be provided, as well as a sample dashboard we are using that already has similar functionality (i.e. data grouped by Market Area and when clicking, showing the data by Market Units).
Sample data will also be provided. Data is stored by Month and includes the Actual Hours, Budgeted Hours, Travel %.
