Refactor Front End of Chrome Extension

Our Chrome Extension, Annotate PRO (AP) helps teachers create feedback more quickly in platforms like Google Docs, Google Classroom, Canvas, Microsoft Word Online - almost anywhere you can type on the web but optimized for specific EDU platforms.

In particular the goals are to:
* Transition to Manifest 3 (do you have specific experience with Manifest 3?)
* Move to pure JS (not jQuery)
* Move to Bootstrap5
* Streamline AP’s awareness of solution it is being used with and understanding of what type of Element is being edited (code has become bloated, redundant and overly complex)
* Backend unchanged (use existing AJAX calls, PHP and database)
* UI design unchanged

Note: the companion Microsoft Word app is out of scope - this project is specific to the Chrome Extension.

Given Manifest 3 and clear requirements for AP it’s probably easier to just start from scratch. Expectation is that the code be well documented and can be maintained by 11trees going forward.
