Rebuild Simple very old WordPress Site

Hello, I am in need of new/juniour WordPress developer due to our budget issues. We want to build our very simple old wordpress site that we built 10 years ago to rebuild on latest WordPress versions and new modern tech stack including new PHP 8.3 versions. This is multilingual site with hreflang and we don't want to loose our SEO. If posible we prefer to move our site from multilingual system to Polylang or latest modern technology. We need wordpress developer who knows deep about WordPress not just Elementor or page builders, they must have good knowledge of WordPress core, multilingual system, css, js and PHP.
