React/Next.js PDF Reader & Annotation Tool

I'm looking for a skilled React or Next.js developer to create a PDF reader and annotation maker. The tool should be able to display existing annotations in the PDF and allow users to create new ones, primarily rectangular boxes and highlighting.
Many annotations are created by the python backend using some basic logic. Basically these annotations are checked by users in the frontend then corrected or created new.
Key Requirements:
- Develop a PDF reader with annotation capabilities using React or Next.js.
- Display existing annotations in the PDF.
- Enable the creation of new annotations, mostly rectangular boxes and highlighting.
- No user authentication is needed, the tool should be accessible to anyone.
- Implement local storage on the client for storing annotated PDFs.
Ideal Skills:
- Proficiency in React and/or Next.js.
- Previous experience in developing PDF readers or similar tools.
- Understanding of local storage implementation.
- Capability to create user-friendly, accessible tools.
